Unfortunately, the reality of an online, computer based game means that players will always run the risk of suffering information loss from any of an infinite number of technical problems. These losses can range from minor to devastating. At VCO we want our players to feel secure that their information is as well protected as we can make it. This why we developed and are now updating the Character Recovery Service, to help reduce player losses to a minimum.

Updated terms:

Account Stolen, Recover lost gear / Accidentally deleted characters.

The original term: We can recover your character’s skill levels, reputation, nationality, rank, warehouse capacity, quest record and bound gear (items that can’t be traded or have been bound by Security Lock or Binding Stone).
The current term: We can recover your character’s skill levels, reputation, nationality, rank, warehouse capacity, quest record, bound gear (items that can’t be traded or have been bound by Security Lock or Binding Stone), the items sold to NPCs, and items destroyed by characters themselves.

hmmm still does not help me because i was told by live support  that they did this already but anyways... this does not really help many people who hack do not sell stuff to NPCs or deleted that stuff on your char, they trade and then do it....

They are not fixing the problem, just trying to cure one of the side affects of the problem, as if this will make the problem go away.  I dont care how good of a recovery system there is, there should be a better SECURITY system in place to prevent the problem in the first place.

yes well hmm this way you have to bind all equipped items each month
put all important stuff on unknown alts including ships and sail around in dragon head gunboat

Best security starts with the players. Some Tips to help you.

1. Be careful where you register at and use a different pass than you use in game.
2. Change pass often
3. Don't keep passes on file on pc. [if you can't remember it write it on paper, but not where your little brother can see it]

While no security is perfect it takes effort from all concerned [game and player]to protect yourselves.
At least IGG cares enough to try to make things better.
